If I make 2 reviews will it tack on to the 4 weeks or do they run concurrently? Ie. If I get approved beginning of January and then make another post same day will my membership last until end of February?

Yes, the four weeks of VIP credit are cumulative. I'm no Muddy (not by a long shot), but right now based on my TUSCL contributions, my VIP status is good until April 2039.
The review needs to be for a different club (in a 28 day window) to accumulate.

Depends. If they're for different clubs, yes. But you can't get VIP credit for more than one review of the same club more than once every 4 weeks.
