This is written in C++ and you can get the source code from github, you can change it if you want. You can build it for Linux, Windows, or for Mac OS. And you can run it on Google's Cloud.
I would not even be looking at something which was any less than this. Not interested in being involved in another of Chairman Bill's gambits to get you into his proprietary languages and development environments.
Mostly this seems to be about regressions and neural network algorithms.
They want you to control it through Python. But R and Ruby work pretty much the same way. Like Python their strength is that you can use late linking and add to the interpreters, add to the language, without forking the interpreter source code.
