Border crossing and covid testing

Has anyone crossed the border from Tijuana into the USA since Biden mandated the Covid testing for everyone entering the USA? I think the mandate only applies to air travel.

I just crossed the border back into US from TJ on Thursday. There was no Covid check or vaccination card check.
