HELP Does Anyone Know How To Delete An Account?

I keep trying to delete Icey Locos account but I can't find the 3 little dots on my page?

I think I would be doing everyone a big favor if I could delete Loco's account along with the other 5 he has used, before he's gotten ridiculed on each one.
