Strip club lawsuit

Not sure if it will actually go anywhere but based on my read of the regulations it would seem to be a first amendment violation. They say it isn't in the public's interest to finance strip clubs and that is the reason they are denying funds. How is it in the public interest to finance bars or shops that sell recreational weed but not strip clubs that include bars?

I wonder who was responsible for that provision (or lack of provision) in the bill?
