Is there a general rule for what types of posts should go where, other than length?

Generally if it's long/involved it should be an article - articles also stay near the top/first-page of the article's list longer whereas a discussion is often gone from the first-page after one day - articles can take up to a month to be published though

Basically Discussions get read and comments on. No one sees or reads the Articles unless someone brings them up in a Discussion.

Seems articles were read a bit more in the past - then there was a stretch where Founder didn't publish any for a long while and seens they fell more out of favor (kinda out of sight out of mind)

Forgot to mention - similar to club-reviews, you get free TUSCL VIP for 30-days if the article is published
