Cyber bullying refers to a group or individual using the Internet to for deliberate, repeated and hostile behavior that is intended to physically, emotionally, mentally, psychologically, etc harm someone else.

The extent of what acts specifically constitute cyber bullying varies by state. In California for example its a misdemeanor and is usually treated as such when the victim is a minor. With adults, unless its severe its usually left as a civil matter rather than criminal.

To answer your specific question, in California unwanted contact and or communication can be construed as cyber bullying, the specifics of said communication would determine the legal severity of it. Regardless, you'd have a legit cause of action for a civil case.

Technically you can sue for anything, the question is should you sue... That would get kicked out. But you can spend like $3000 to just a file a suit for the lulz. He'd have to respond, etc and it would make his life shit for a month or so but you wouldn't get anything else out of it.

SOme people are weird.... there was a woman who sued her landlord over not being allowed to have a pet. She spent $50 K and her landlord over $100 K and the 23 year old dog died.... the case is still going strong since 2017

Get a lawyer in your state to send a court issued subpoena to Founder, to get his registration info. Then subpoena his ISP

Its not that easy. For example, in Nevada, if you sue someone living in another state, you have to be a Nevada resident and have to prove that the said incident occurred in Nevada. Since we're dealing with online stuff, he'd argue that he doesn't have personal jurisdiction in NV, so you'd have to sue in the state he lives in.

It doesn't work that way. He has to be served a notice of the suit...

If you want to legally fuck with someone online for free... Check out the local police department if you know where they live and direct them to online content where they're threatening someone or admitting to a crime, ie soliciting prostitution. A lot of police depts now let you report this shit online.
