Because there is a strippers guild that requires branding to be accepted. As they advance higher in the guild, they get higher level tattoos to show their secret rank. If you see a stripper covered in tattoos, she may be a grandmaster. Don't fuck with her.

A lot of Viet Coffee girls in San Jose also have lots of tattoos. They wear more than strippers, but they still get their tattoos where they are easy to show off.
