So what's the problem? If they only expensed food and not dances or extras, I don't see anything wrong with this. I've done this myself.
Exactly.
I think it is because they are government and supported by tax money.

$58 for a steak dinner at any strip club that I have ever been to would seem high. Maybe it was the dessert.
