  I would have thought if a member gets banned; his trace would disappear from all of TUSCL - but juice’s profile is still up.

  Papi - Exactly. When I got banned in 2007 everything with my name on it got permanently deleted. But actually it was only my name that got banned. I was still able to reregister under a different screen name. I wouldn't have been able to do that under a true ban.
