In the past I've used the message box of the Update Club Details & Features link (within the club page) to notify the mods of clubs that were listed as closed but were actually open.

closed clubs still exist in the database. Use the search feature or an old review to get to the club details page, then use the update club features link to say it's open again. Exactly what I did recently for a club near me.
If that doesn't work, PM founder with the necessary details. Posting to the discussion board will almost certainly have no effect.
