What does flakey mean? One of those phrases we don't use over here.
Got an inkling it's something to do with not being reliable?

There are more than one meaning. Something like snow flakes could be flakey but I think the one you want is like you guessed, unreliable.

Think Luna Lovegood. Flakey. But like Luna, sometimes they see things - but a little goofy.

Flakey is unreliable, changes mind at drop of a hat. I've had strippers refer to themselves as flakey (and I think to myself, you sure are).

Technically it means eccentric/odd, it gets used as unreliable though.

Good example of flakey is you set up OTC at 7:00 pm. She texts you at 5 "See you at 7:00 sharp!". Then 6:45 rolls around and you get another text "running late". 7:45 she finally shows up!
