Not to worry. I am sure the local politicians will do what is right to solve the problem.

Try a Freedom of Information Act release request. Then go to court to enforce it.
Anyway, if the situation is real, and not just a tactic, it'll solve itself. The city will run out of money, and then there will be people out of work and not getting their pensions. So the cuts will be automatic.
