Some clubs charge the customer and dancers for access to VIP areas. The ones I've seen are a one-time charge. The wrist band on a customer would signal that he paid for his access already. Maybe some busy clubs put them on the dancers as well?

@Mike710: Flight club charges for each visit to the VIP so I don't think it has anything to do with a one time VIP fee. This assumes that you saw the wrist bands at the Flight Club.
at Hong Kong the girls are not allowed full access to the club until they put an hour in at the beginning of their shift in Los Chavelas. Then they get the paper band on their wrist or sometimes an ankle. It's an attempt to get more guys to go into Las Chavela to pick up on the fresh girls. in Mexico they can drink at 18. so definitely it's not for that.

I am also reminded of a club in Panama (the country) where the women wore a paper wrist band after paying a nightly fee to work the club. The club provided a venue for independent freelancers to ply their trade. The wrist bands changed color every night and allowed for the club to keep track that each women had paid the house.
