I was reading a news article a few years back that referred to drunk driving as a favorite 'American pastime'. The article went on to complain how along road shoulders and ditches there were so many discarded beer cans, liquor bottles, nips, and other alcoholic beverage containers. I have done Adopt A Highway before and can attest to that.
I think drinking and driving is pretty normal in the upper Midwest. There are a lot of people of German ancestry and drinking is just part of the culture. South Dakota has the highest number of DUI's per capita, followed by North Dakota. Minnesota and Wisconsin are also heavy drinking states. Wisconsin has the most bars per capita. So you would think these areas where drunk driving is practically a sport would have the most drunk driving fatalities? Not true. It looks as though areas with high Hispanic populations have the most drunk driving fatalities per capita. In fact, there is not a single data point on the below chart in South Dakota, North Dakota, Wisconsin, Minnesota, Iowa, Illinois, or Indiana. I think certain people can manage to drive drunk without harming others, while for other groups the 0.08 is probably too lenient a standard.
