It's a front for a criminal enterprise and as such they do not want vanilla customers coming in to fill up.
^ I used to get gas at Costco, so I never paid attention, I'll take a peek next time I go past that area, but since I bought an electric car in January, I haven't purchased gasoline in almost a year.
