Having lived in a few condos / houses with HOA's yes, the board is usually a group of busy bodies with too much time one their hands who overextend the rules to suit their personal opinions on all matters. Definitely pro-skeleton in this case... hilarious and good for her.

At least they gave her 30 days notice to remove it and I suspect she would have done it by then anyways. I just hope she puts up a Thanksgiving and then Christmas themed displays for 30 days each just to spite the HOA.
