For the most part I would agree that it is a "meeting spot for desperate guys" but really it is also basic social media connectivity.
When I first started using IG (about 5 years ago) occasionally I would comment on a post and occasionally I would receive a response which led to a few invitations for conversation in the DM which became "IG friendships."
These friendships ranged from chats to becoming friends in real life to hooking up (once).
