Even in our no touching clubs, they happen when girls want to set up immediate OTC.
They they were much more common in our Mexican Bar underground circuit.
Lots of people write about dance booth and VIP Room DFKing. In principle, in the front room is no different, except that they way you can lead it and make sure the girl is delivering before taking her into the back room. Front room is a more flexible situation.
People from other states with loser clubs, including your state, have written about front room makeout sessions.

From where I sit, it seems to come and go, in cycles. Not really certain states. Often rural places, like along the highways. Or in places near state boundaries which LE has allowed to turn into unofficial "Vice Zones".
San Francisco had had what some here have called "Orgy Clubs", places where most anything can go front room. Other places like this in some states today.
Most politics is still racial. So in places that are all black or all latina, from what I have seen, FS is standard, and this is where there have been front room FS places.
In in a place like San Francisco the AMPs are great, slutty dressing and GFE-FS. OTC always available too. The girls really love that.
Places where people are trying to protect inflated residential real estate prices, NO!

The reports of black clubs where girls sit down on your lap and start licking your neck and nibbling at your ear lobe, are mostly in the South East, but not exclusively. Could go like that anywhere. My first experience of a hooker on the contest night in Sunnyvale Brass Rail, was like that, kind of, but not fully. Club can ignore more if it is not one of their official dancers. And they can let the contest be used as a cover, for those who want that.
Maybe more region by region, but not an entire state.
People keep saying there are no front room makeout sessions, but the posts about them are there, and people keep making new ones, and very reputable people report that in some types of clubs they, though not standard, "are prevalent" and are a minimum expectation before you take the girl seriously.
The muni's in that San Gabriel Valley have very few residents, mostly industrial. So that must make a big difference. Voters just want to keep industrial real estate prices up, as this would be the main determinant of their residential prices. So any kind of commerce is good.
In some places it sounds like the crime rate and joblessness rate are just so high that LE has to just make the best of the situation, and so interdicting strip clubs is not desirable. Bay area has never been anything like this. But the central valley and some other parts of the country have some really tough towns.
