That is really not specific. The Texas clubs have both mixed, urban, and also latina clubs. Extras or not? What sort of experience are you looking for?
If the club is run loosely, then front room make out sessions should be common. So when you do it that way, then all needs will be very well met in the back room.
Dude for that just read the reviews of clubs in Dallas with "chicas" in the name or other sounding latina words. I think there are two or three to choose from.
One thing to keep in mind is that any club in DFW is not going to have much privacy. Generally stage tipping is non-urban clubs is really low compared to other places in the country.

From my limited experience, Austin sucks for strip clubs. All my experience is from DFW.
I don’t think there is such a thing as an extras club. Any club is going to have strippers that will push the envelope but it’s going to cost you “EXTRA” and you need to pay “EXTRA” for privacy. I really don’t see the point though so I don’t partake in extras.
Bucks Fort Worth has a nice, dark VIP.
Baby Dolls has a hole in the wall for as cheap as $150. More private rooms are $350 and $650. The nice thing is that it comes with wine and champagne and you can stay as long as you want.
The nice thing about PTs is that it’s nude and BYOB. There is a skybox for privacy that will cost you $250 for one hour.
All the prices are for accommodation ONLY. You negotiate with the stripper for her time.
Austin - run by extreme liberals and local government has done everything they can to shut down strip clubs. Last I heard, the closest thing to an extra available in Austin is a smile as she dances in her clothes six feet away!
Dallas - hit or miss. Chica Locas is likely to offer what you are looking for, if you are into second and third rate Hispanic dancers. Baby Dolls is full of stunning beauties and is a must visit club. Do not expect FS, and sometimes extras are kinda limited at BDs, but do spend at least a couple of hours there. On the North East side is PT's. FS is also unlikely here, but sometimes the chicks are hot, the nude dances have plenty of 2 way contact, and the vibe is good! Check the reviews!
Houston - has had it's up and downs. Clubs that used to be sure things are not so much anymore. You can still have fun in Treasures and St James. There are other clubs with "opportunities" but the extras in Houston seem to be more "take out" than ITC over the past year or two.
San Antonio - might as well watch porn in a hotel room. Most of the strip clubs are bikini or pastie and the talent - isn't any better that 5s. I am not sure exactly how the rules there work, but one of the rules seems to be "No extras." Occasionally a dancer will get a little frisky, but don't count on it.

SJG - I have never been to either of the latina clubs. You are looking at the right PTs, and I have also never been there. Where all of the other clubs are clustered together PTs is all off on it's own. I do plan on checking it out at some point due to it being well regarded.
As far as where to get reliable FS, remember I am a chump by your definition so I don't have a ton of intel. I tend to hit the ultra high volume clubs which have 30ish girls during the day and as high as 70 at peak night. Even at those clubs which have a reputation for extras I would keep in mind a large portion of the hotter girls don't do them or are always busy with regulars. At Baby Dolls Dallas (don't bother with Fort Worth) during peak times some of the hotter girls don't even seem to be interested in selling dances at all, they sit in the corner with their backs to the crowd, they make enough from stage and regulars.
I agree that in most places more rules are bent on the day shift, and with dancers a bit older. And everyone says Baby Dolls Dallas is the one, not Fort Worth.
