One of the undercover cops was chastised by a judge for "outrageous" behavior while getting a HJ. The case was thrown out of court.

This is one of the reasons why LE is reluctant to go after massage parlors. They know that there is a high incidence of their own officers getting corrupted.

This is also why the girls insist you get naked. They know that cops try to avoid this.
