The whole premise of the show is ripping situations and people like they do in a roast. Ross is a staple in the Comedy Central roasts of celebrities. In that particular episode he actually went to a meeting of people who get insulted easily and are very sensitive and roasted them. He actually got some of them to take a joke.
He does the "Too Soon?" segment at the end of the show and picks a topic that happens recently and roasts it. In most cases it probably is too soon for people who might be close to the situation and it seems callous when someone dies from it. But most segments are funny.

He was respectful at the end. That was nice.
Best line was 'The paramedics said they could save her if only she didn't charge so much for mouth to mouth.'

I think its too soon. If he had kept the monologue to strippers in general, it would have been okay.
