No. Flagging is a way to tell the editors to look at a review. A thousand flags might not cause a review to be deleted if the editors think it's a good one, whereas one might suffice for anothe very obviously bogus review.
As for acceptability, it's all up to the editors, so if the review has good information in spite of the poor readability, they might ignore the flag.
