If a review gets flagged a certain number of times, will it get deleted? What is the magic number? Is it acceptable to flag reviews that have very poor mastery of the English language (no punctuation, 20% of words misspelled)?
No. Flagging is a way to tell the editors to look at a review. A thousand flags might not cause a review to be deleted if the editors think it's a good one, whereas one might suffice for anothe very obviously bogus review.
As for acceptability, it's all up to the editors, so if the review has good information in spite of the poor readability, they might ignore the flag.
george is correct. For the second part of your question. Yes you can flag a review for not being in English or incoherent but that is already obvious to the reader.
