Is this place expensive because of Halloween? Or is $40 the normal price?

I arrived at Bikini Bar around 1:00 AM. After being patted down by the bouncer, I entered and ordered a bottle of Modelo, which cost $13. I visited this place just before Halloween, so most of the dancers were wearing Halloween costumes. Since it's a bikini bar, they were in bikinis, but many of them also had face paintings.

There were between 10 and 15 dancers at the time, but only about 5 customers when I arrived. Most, if not all, of the dancers were Hispanic, which wasn't difficult to tell from their appearance and accents.

Since there were more dancers than customers, many of them came up to customers to ask for private lap dances. One of the girls, wearing a Hooters costume, offered me a dance for $40 where she would show her boobs. I thought the price was quite expensive, but I agreed.
