Are they dancers or decorations?

Stopped in on a Friday evening a couple of weeks ago. When I walked in it was decently crowded and there were somewhere between 15-20 ladies working. I assumed this would mean I was in for a fun night, but that wasn't the case.

The trend at this place seems to be that the most attractive dancers like to just sit and talk to each other. There's always a group of young, attractive dancers sitting at the table nearest to the door. They don't walk the room, I never see them them go up to customers or put in much effort at all. I don't understand what they're even doing there, unless they have regulars that they just wait for. The only dancers that seem interested in doing dancers are the older/ rough looking ones.

It's a shame too, because Carl's is actually one of the nicer dance bars in the area. It's clean, the dance areas are set up well and the crowd is usually pretty well behaved. The only real issue is that the dancers don't seem interested in doing dances. Sorry for the rant session, but it makes no sense to me. My advice would be to stop by with the thought of having a few beers, playing pool and seeing attractive ladies, I wouldn't make this a go to spot if you're looking to get a bunch of dances though.
