How is this place open?

I stopped into this place while there on business. This club is kind of out in the middle of nowhere but that isn't all bad. I walked in and I was literally the only person there. Granted, this was in the middle of the afternoon but still. No cover at that time of day, but I would soon find out why. I walk in and there were no dancers there! There was a girl sitting behind the bar so I walk up and get a club soda. After starting a conversation with her, she tells me that she is also a dancer, and cook, and waitress... basically whatever. This struck me as very weird. She said if someone wants a dance, the owner (a big Ukranian dude) will come and watch the bar. Well after chatting her up a bit, I told her I was interested in a bed dance upstairs (30 minutes). She said that was $200 with some light touching allowed and would be topless. What she did NOT tell me was that in addition to the $200 to her, I also had to pay $100 to the owner for access to the area. So yeah, I fell for it. But I wasn't going to spend that kind of money without seeing the girl dance first. So she also did a stage dance just for me first where I plunked down $10 to her. Obviously since I was the only one there, I got some attention.

As for the bed dance, it was pretty good. Keep in mind, this girl was maybe a 5. She said she was the best looking girl that worked there. Ummm, what? She rode me good and I certainly did enjoy myself.

So, all in all this place was just interesting, at least when I was there. No other customers and one dancer/bartender/waitress/DJ/cook. The place was clean at least and looks like it could have been a fun place if there were other people and dancers around.
