Help me understand

I stopped in recently on a weekday early evening. Place was pretty empty. There were a couple other customers nursing their drinks. Ordered a beer (that's all they serve other than soft drinks). The place is like a neighborhood bar, looks like it was recently remodeled.

Here's what I don't understand. There were no dancers at all. This is not a strip club any more. If I recall, it was a long time ago under a different name. I was told that girls come in occasionally but they aren't dancers or strippers or anything like that. The girls that come in remain fully clothed & will sit & talk with you if you buy them a drink (at an inflated price). I don't understand how this place ended up on this site. I went there hoping this place would be a fun spot considering it's location. Turned out to be just another bar.
