I still can't understand the DC...

I still can't understand the DC rules where you can not touch a dancer at all! I walked in around 10pm on a Thursday and there was a decent crowd with about 7 dancers (hard to tell how many). I sat the bar for a couple a beers with a bartender that did not smile once. I watched a couple of girls dance, pretty girls but kind of boring. At one of the tables a guy was sitting with a dance and he put his arm around the girl, within 2 minutes a bouncer walked by and told him to put his arm down, CRAZY! Needless to say I left after 2 beers. Not sure why the rules a so tight but that us life in DC!!!
