Delaware does indeed have a law that says you have to wear pasties and panties...….fairways in Smyrna is the only one that can go topless as they were grandfathered in after the law was passed. Hak's will sometimes allow the girls to go topless, until the guy down south complains and has them busted......normally happens every couple of years, then after about 4-6 months the girls will go topless again. also please remember that all guys patron these establishments looking for different experiences. don't hate on a dude because he isn't looking for what you are. he can spend his dollar any way he would like. I also know there are those that dislike this place, but I loved it...….and there is nothing even close to it here in NC where I live now...….miss the place that is for sure
