Yes you can do VPN on your phone. Many VPNs have apps for phones which should only run a few bucks a month.
I have one that I can put on up to 8 different devices and it runs about $60 a year. I use it on my computer to download torrents, TV (when streaming from ahem “not sanctioned” sites) and sometimes on my phone - sometimes certain websites are restricted when on WiFi.

It's funny that as soon as they dubbed themselves "The Free State of Florida" they blocked porn, changed the minimum dancing age to 21, and prevented the sale of recreational cannabis.
Anonymous adult verification doesn't seem like a hard technical problem. A state could send each adult resident a signing private/public key pair. The state has a public list of all the valid public keys (without the names of the public key owners). To verify you are an adult, the website sends you random data to sign. You send back the signed data and your public key, which the website can check is valid. The website only needs to know what state you live in, to know where to look up your public key.
Just typical MAGA. They don't want to admit their real, unconstitutional intentions, censorship in this case. So they find some rationalization.
When you think about it, it does make a lot of sense to say, if you're not old enough to drink, you're not old enough to strip. But I think a psychologist would say that the typical 21 year old's judgement is more like an 18 year old's than, say, a 25 year old's. Not clear why a 3 year period of being a pseudo-adult makes sense.
