Note also that if a girl is leaving at 7, and you ask her for a VIP at 6:59, she will almost always stay and do it. One exception, that obviously depends on the girl, is whether she has kids to go get or take care of.

Strictly speaking, shift change is at 8:00.
However, it starts with a few girls (maybe 10%) leaving at 6, then maybe 50% leaving at 6:30, 30% leaving at 7, and the rest leaving by 8.
About 10-20% of the night shift will come in before 8, and I think 100% of them have to be on the floor by 8:30.
7:00-8:15 is the real lull you're talking about.
If you see a girl that you like between 6:30 and 7, grab her quick.
