You capitalized two things which are important here, but I would contend every single element of this paragraph is important: our republic exists not just to establish JUSTICE and PROMOTE THE GENERAL WELFARE, it also exists to provide for common defense, and to secure the BLESSINGS OF LIBERTY.
Unfortunately, when we have a president sending armed mobs of goons into our streets we are not sharing in the BLESSINGS of LIBERTY.

Promoting the general welfare means everyone contributes by working, following our laws, being appreciative and grateful that we live in the freest country on earth, respecting other people's lives and property, not leaching off others if able bodied, and voting for people who are unapologetically America-first.

The welfare they were referring to all the way back then obviously wasnt the same as a modern day wealth redistribution welfare program

Promoting the general welfare basically means the federal government maintaining programs and conditions that do just that. The department of education, welfare, environmental protections, social security etc all fall under that premise
