They are completely legal, both for the provider and the recipient. Under Canadian law, getting a HJ as part of an erotic massage isn't prostitution and thus doesn't trigger legal danger for the client. (The provider is protected regardless by a 2014 supreme court ruling that struck down then existing laws against prostitution.)

YYZ used to be in my regular rotation. IMO the massage parlors had hotter girls than the strip clubs in the area. To find the hottest strippers you’d have to go downtown where prices, parking and mileage weren’t nearly as good by the airport.
I’m fuzzy on this but 6-7ish years ago some massage spots occasionally offered full service due to some sort of loophole or how the law on spas was interpreted. It was not something discussed on any boards in fear of exposure, it was just “consider yourself lucky if it is offered to you.” I was offered more than a standard happy ending several times but it was not the norm. It’s hard to build a rapport with spa workers because there’s not a lot of time for chit chat and they seems to move from spa to spa showing up under a different name, more often than college athletes transfer schools these days.
