Non-VIP approving a review ?

I thought a name that appeared in black (vs purple) meant the person did not have VIP?

In the review below, one of the approvers' name is in black which I thought meant no VIP yet he was able to approve a review - what am I missing? Not a big-deal, just a mild PL-curiosity:

BTW - he approved at least one other review

You can't imagine a situation where someone approves a review, the day, the hour, or even moments before their VIP expires?

Oh - ok - did not think about it that way - had not really noticed it b/f (non VIP approving a review)
