Finally figured it out. After the 4th try, I finally got some illegal action in the VIP area. The problem I made before was going too early in the night and not talking to the girl before I got the VIP.

I got a lapdance from the prettiest girl I saw (an 8.5 blonde). No touching and barely even any grinding. So I marked her off the list.

Then I marked off the 2nd and 3rd best looking girls because I had gotten dances from them before (including a boring VIP from one of them).
