Ironically, Cheeks is still violating my understanding of the law. When a dancer is nude or semi-nude, any contact including hair is a violation. You still tip in the garter and there was some incidental contact. My experience was topless on stage with no contact (that actually had been the rule before the law went into effect but was often broken). Lap dances were with tops on. I suppose they could go back and forth but the two dancers I got dances from just kept their tops on and provided contact. For me, it is about the friction and I will accepts tops on over no contact. I also would not be surprised to find some rule breaking going on with some of the dancers. They did before and no reason to think they have reformed.
