You cannot go wrong with a late lunch or early cocktails at Rick's. It is clean, friendly, and the scenery is better than good. Solid 6's and 8's everywhere most of the time. 5's, 9's, and 10's are outliers, but you can find them here. Never anything less than 5 that I have seen.
The VIP area upstairs is great, too! I like the atmosphere for hanging out with hot ladies and drinking with friends. Not too loud. Clean, comfortable, and laid back with a bar. There are "private" areas with see-through curtains, but nothing worth the extra cash.
