Why can't this place have similar rules as most of Nevada?

Swung by on a Friday Night around 8pm and stayed until the wee hours of the morning for no reason really other than to pass time. This place is now a bikini club. Girls come out and dance on a center stage for 4 songs and a new girl rotates through every 2 songs with 2 girls being center stage the whole time. Its bikini only so they basically just dance provocatively. If you tip well enough you may get a momentary glance at something worthwhile. So sad that it went from pasties (Still lame) and lap dances to a bikini club with no lap dances like 6 months ago. Aside from that the only other things to do in the club are get a shower show or the champagne room, both priced at $100. I didn't get a shower show, which was described as the girl getting all wet in a private shower area and went instead for the champagne room. Which was paying $100 for a bottle of champagne and getting to sit at a table in a private VIP room and talk and drink with the girl. Since its a bit more intimate they kind of cozy up to you but I miss the lap dance days. The girls ranged from a few chubby 2s, with the majority being mid range 5-6s and a few knockouts at an 8 or 9 but sadly the lack of skin makes this barely any better than a trip to the beach.
