Surprised by the no topless lap dance rule

I'm not sure if its a San Diego SC thing or if it is just that I am used to topless lap dances. Anyway I was out in SD visiting some of my friends and they brought me here. On the upside, the place is colors friendly and everyone there was very attentive with good customer service. My friends and I have a thing with SCs where each person has to buy a private dance from the first girl who asks. Sometimes it is great, sometimes not so much, but it makes for a good story later. Anyhow, the first girl comes up and she is hot, easily an 8-10, so I am up for the private dance. I get there expecting topless since it is a nude club and...my expectations are dashed. As far as the club goes, it is pretty good, but the no topless private dances are a dealbreaker for me.
