why do they have a cover charge and no specials on drinks

Went Monday and only few girls there, so not much was expected. There were no drink specials on beer (they don't serve liquor). Went Thursday evening and expected more girls which they did have but there was no quality. One girl had quite possibly just given birth maybe a week before her shift. There is nothing else going on specifically except low quality dances.
