This is a composite of a couple recent visits.

Yes, the official law of the club is nipple tape. But my observation was that the bouncers are only enforcing the tape enough to have plausible deniability if the club gets busted. I saw some girls with and some girls without. One girl was pulled off stage by a bouncer in the middle of her set and told to tape up right after another girl danced without it. I've also never noticed the tape restricting access to boobs when any girl is giving a lap dance.

I didn't visit on Friday night or Saturday night. Those are peak times as far as the size of the crowd and level of wildness in the club. Also as I recall most clubs I've ever heard about getting raided get raided on Friday or Saturday night. The cops love a big audience, because the raid is usually just political theater anyway. If you're paranoid about meeting uncle LEO or you hate high levels of titty tape avoid peak times. I avoid those peak times because I honestly AGREE the club is in need of a little more restriction some nights. I love slutty whore strippers and cheap drinks. I don't like fights, dope boys and morons who have to smoke weed in the middle of a crowded club.
