Hong Kong is a must visit. I was in San Diego for work and planned on going to TJ to partake in the activities. Did my research on this site and others. Had a great experience down there.
Getting there: I drove down from San Diego and parked in one of the lots across the street from the pedestrian bridge. Parking was $5 for 10 hours. Good deal. You can also take the SD Trolley which drops off at the border, but the trolley stops around 1 am so if you plan on staying in TJ any later, the trolley may not be an option. Once parked, you'll have to walk the pedestrian bridge over to TJ. The bridge is pretty long, but everything is well lit and safe. Once in TJ, I jumped in one of the yellow cabs. The yellow cabs do not have meters and I have read various reports that the charge to Hong Kong can be between $5-$10. The yellow cab driver will tell you that there is nowhere to pull over in front of Hong Kong and instead will drop you off in front of Adelita bar. That's fine...just walk two doors down to Hong Kong. I never asked the driver for the price of the cab ride. Instead I just handed him $5 and got out...never had a problem.
Safety: I never felt unsafe at the border crossing or at the clubs. The only time I was a little concerned was during the cab ride. The ride to Zona Norte at night goes through some pretty shady areas. There were a couple of points where we passed by some shops with groups of shady looking men hanging out in front. Kept worrying that the cabbie would just pull over in one of these shady areas...but he didn't. Once in the Zona Norte I felt very safe. It is well lit and has kind of a Downtown Vegas/Fremont Street feel to it.
