Yes, you can choose a girl before paying $80 but there were only two girls when I arrived and I wasn't interested in the other (a white girl with huge boobs but looked worse for wear). You can talk to them first, yes. The one I was with was a great conversation even before I paid the $80. You can negotiate the tip prior to comitting, yes. My experience was good for $60 but she initially asked for $100 and I didn't have it.
