third time there, july 2018, august 2018 and november 2018. best place in the capital to get what you are looking for. friendly to tourists. speaking little to no spanish is not an issue.
When in the Capital, I always stay at the Renaissance. Best hotel in the capital that will allow you to bring girls to your room....
