Hidden Gem in top 40?

How is this club in the top 40? I think clubs rankings should incorporate # of reviews, and not just the average review numbers. E.g., a club rated 7.41 with 750 reviews should be ranked WAY higher than a club with a rating of 7.78 but only 83 reviews.
