This Place is Never Open

Over the last few years I have tried to visit this place. It is never open. Eleven PM, not open, on many occasions. The 9 PM opening time listed is a joke, or a lie, depending on your perspective.
I made two attempts recently to visit. One was a Friday night at 11:30 PM where I found three girls (possibly dancers) standing by a food truck. The next night I tried at maybe 12:15 or 12:30, and they were still closed. My best guess is that they don't care about opening until the actual bars close, and that for anyone not living in Fredonia or out drinking on a late Friday or Saturday night, this place is useless.
